Ruling: Kansas Can Strip Planned Parenthood Funds

Federal funding is granted to Planned Parenthood. Each State is required to allocate funding through Title X. Title X is “money targeted to low-income individuals seeking reproductive services such as birth control, pregnancy testing, cancer screenings, and treatment for sexually transmitted diseases. It cannot be used for abortions.” Kansas is a conservative state that has argued to discontinue funding to two federally funded Planned Parenthood Clinics who did not offer abortions in their facility. Representatives for Kansas argue that Planned Parenthood advocates for abortions and abortions are against the States beliefs.

In 2011, the case was overturned because the U.S. Constitution states,” States cannot impose additional requirements for entities to qualify for federal programs.” However, a divided panel of the 10th U.S. Circuit of Court Appeals overturned the ruling and said there may be a full court rehearing. Title X money is requires the State to first distribute funding to public departments and hospitals, which did not include Planned Parenthood. As of this Tuesday’s hearing, the two Planned Parenthoods remained in Hays, and Wichita, Kansas.

Gay hiring fears hurt Baptist agency fundraising

Sunrise Children Services, formerly known as the Kentucky Baptist Homes for Children is one of the largest private childcare facilities in Kentucky. Sunrise relies on donations from the government and Kentucky Baptist Congregations to care for six hundred children per day. After Sunrise began hiring gay employees, the congregations began with holding their donations. The church stopped donating to the Sunrise because “donors were concerned that the proposal to allow gay workers might succeed.” Sunrise continued to support gay employees and the funding has dropped by 7.5 million dollars. Many of Kentucky’s churches are associated with the southern Baptist church, which have conservative beliefs and oppose gay marriage.

In Kentucky, Sunrise Services operates eight residential treatment centers for abused and neglected children they also provides psychological services to children within their annual 2.7 million dollar budget. Since the board was approved by the state Baptist convention, an agreement has been made that states it “shall maintain its distinctive Baptist character.”
